Charmin' Chatty is another Mattel talking creation that is a noteworthy record playing member of the Talking Toy Hall of Fame. The 25 inches tall Charmin' Chatty debuted in 1963 and was offered as a blonde or a red-head. Charmin' wore glasses and was dressed in her blue sailor suite, red knee socks and blue and white saddle shoes. She came with five plastic records that could be inserted into a slot on her left side giving her a vocabulary of 120 different phrases. Like Chatty Cathy™ , Charmin' used a chatty-ring pull string to initiate her talking but the difference was being able to select the record and change it anytime. The only other talking Mattel doll that used interchangeable records was the 1970 Cynthia.

Additional outfits could be purchased which also came with records to match the outfit. For instance her "Let's Go Shopping" outfit had phrases to match the shopping theme, "Let's Play Nurse" allowed her caretaker (doll owner) to be the nurse with Charmin' dressed as the patient (see record phrases below). Her original five records (two-sided records) are: Get Acquainted Side 1 and 2, Scary/Animal Noises, Poems/Proverbs, Famous/Good, Mother/Ridiculous.
